Supreme Court makes appointments to Bar Complaint Tribunal November 5, 2018 The Mississippi Supreme Court has made three appointments to the Bar Complaint Tribunal. 
Circuit Judge Joseph H. Loper, Jr., of Ackerman, will replace Chancellor Edward C. Fenwick of Kosciusko on the Tribunal. Other new appointees to the Tribunal are Mississippi College School of Law Associate Professor Donald E. Campbell and attorney James E. Lambert III of Pascagoula. The court reappointed attorneys Tianna Hill Raby of Jackson, Kristi R. Brown of Gulfport and J. Cal Mayo Jr. of Oxford. Professor Campbell will replace attorney W.C. “Cham” Trotter III of Belzoni. Lambert will replace attorney Warren L. Conway of Gulfport. The three-year terms will begin Jan. 1, 2019. The appointment order was filed Oct. 15. Judge Loper was appointed as a circuit judge of the Fifth Judicial District on Feb. 10, 1993. The district includes Attala, Carroll, Choctaw, Grenada, Montgomery, Webster and Winston counties. He is a graduate of Mississippi State University, and he earned a law degree from the University of Mississippi School of Law. Professor Campbell joined the MCSOL faculty in 2008. His areas of expertise include legal ethics, judicial politics, construction law, property, land use and local government. He was voted Law School Professor of the Year 2009-2010 and 2015-2016. He is the author of a legal ethics casebook, and he serves as an editor of the Encyclopedia of Mississippi Law, Second Edition. He is faculty advisor to the school’s law review. He previously served as a law clerk to Judge Leslie H. Southwick of the Fifth U.S. Circuit Court of Appeals. He earned a Bachelor of Arts in political science from University of Southern Mississippi, a law degree from MCSOL, a Master of Arts in political science from the University of Florida and a Ph.D. in American and judicial politics from the University of Florida. Lambert is a partner in Dogan and Wilkinson in Pascagoula. He was admitted to the Mississippi Bar in 2012. His practice areas include insurance, toxic tort, medical malpractice and municipal defense; products liability; governmental liability; and contract and construction dispute resolution. He previously served as a law clerk to Presiding Justice Michael K. Randolph. He earned a Bachelor of Business Administration degree from Mississippi State University and a law degree from the University of Mississippi School of Law. Members of the Complaint Tribunal hear and decide disciplinary matters arising out of complaints against attorneys. Discipline may range from private reprimand to disbarment. Decisions from the Complaint Tribunal may be appealed to the Mississippi Supreme Court. Actions by the Complaint Tribunal are final if not appealed. The 27-member Complaint Tribunal is made up of nine judges and 18 lawyers selected by the nine members of the Supreme Court from three Supreme Court districts. The Complaint Tribunal sits in panels of three, with each panel comprised of two attorneys and one judge. #### |
